The invention discloses a visual identification-based intelligent control assembly capable of flexibly setting traffic signals, which comprises hardware equipment and a control management system, and is characterized in that the hardware equipment comprises a camera monitoring head, an operation module, a storage module, a network module, a timing module and a red light and green light conversion signal sent by an intelligent controller; the camera monitoring head, the storage module, the network module, the timing module and the signal lamp are electrically connected with the operation module. The control management system comprises a setting module, a monitoring module and a management module. According to the invention, the vehicle passing state in the front monitoring area can be obtained through the camera monitoring head, and a target recognition algorithm of computer deep learning is utilized to judge whether batch vehicles are detained and the degree and evaluate the congestion state, so that the intelligent controller is controlled to emit red light or green light signals, and the traffic safety is improved by prolonging the red light time and reducing the green light times. Therefore, the situation that congestion is caused by uncivilized driving of other people at the intersection is avoided.
