The second thermal circuit includes a heater, a temperature sensor, a first path, a second heat sink, a second path, a heating device, and a flow regulation unit. When a battery heating request and an air heating request are made, the control unit heats a second heat transfer medium and diverts a flow of the second heat transfer medium to the first path and the second path. In a split-flow process, a second split-flow ratio of the second path is set to be greater than a first split-flow ratio of the first path when an insufficient value of a measured temperature of the second heat transfer medium with respect to a target temperature is greater than a first threshold value.
