The invention relates to a method and an apparatus for applying a pulling force of a frame to a fuselage via fuselage skin waterline tensioning. A device for assembling a skin and a frame of an aircraft fuselage includes first and second supports extending along opposite sides of a gap. The arches are spaced apart and fixedly connected to the first and second supports and extend across the gap. A strong backing member is connected to and movable along the first and second supports, the strong backing member having a curved shape that matches the plurality of arches. The strong backing includes a clip configured to engage with the frame. First and second tension devices apply tension to the skin at the strong backing.
