The invention relates to the technical field of airship structures, and provides an airship capsule and a stratospheric airship. The airship capsule comprises a main air bag and an auxiliary air bag; the auxiliary air bag is arranged in the main air bag; air is stored in the main air bag, and floating gas is stored in the auxiliary air bag. The sum of the volumes of the auxiliary air bags is larger than the volume of the main air bag. At the working height of the stratosphere, the sum of the volumes of the buoyancy gas loaded in the auxiliary air bags is equal to or smaller than the volume of the main air bag. The scheme can prevent buoyancy lift gas leakage, ensure that the gravity center of the airship is not unbalanced, and control the air pressure difference change inside and outside the airship to be small.
