The invention discloses an integrated fuel cell vehicle thermal management system and a control method, and relates to the field of new energy hydrogen fuel cell vehicle thermal management, the system comprises a fuel cell cooling loop and a fuel cell heating loop, the fuel cell cooling loop comprises a cooling water path main path used for connecting a fuel cell stack in series, the cooling water path branch is connected to the cooling water path main path in parallel through an electric control three-way valve, a first electric pile radiator and a water pump are arranged on the cooling water path main path, and a second electric pile radiator is arranged on the cooling water path branch; the fuel cell heating loop is connected to the fuel cell cooling loop at the two ends of the fuel cell stack, one end of the fuel cell heating loop is connected with a thermostat arranged on the fuel cell cooling loop, and a PTC water heater is arranged on the fuel cell heating loop. The control strategy can be simplified, and the system control precision is improved.
