The invention discloses a periodic loss time calculation method and system based on Leiyu fusion. The method comprises the following steps: carrying out data fusion on video image data and radar detection data to obtain absolute space-time information of all vehicles; on the basis of the phase and the passing lane corresponding to each stage and according to the absolute space-time information, the additional time headway of each vehicle corresponding to the starting sub-stage in each stage is obtained; superposing the additional time headway of each vehicle corresponding to the promoter stage to obtain promoter loss time; on the basis of the phase and the passing lane corresponding to each stage and according to the absolute space-time information, effective green light prolonging time utilized by the vehicle in the clearing sub-stage is obtained; according to the effective green light prolonging time utilized by the vehicle in the scene clearing sub-stage, obtaining scene clearing sub-stage loss time; stage loss time is obtained according to the promoter loss time and the field clearing loss time, and loss time of one cycle is obtained according to the stage loss time corresponding to each stage.
