The device comprises a first split body and a cloud, the first split body comprises a box body, and a control panel, a first battery and an encryption memory which are arranged in the box body; the control panel is connected with a vehicle ODB interface through an ODB one-to-two patch cord, the control panel is at least provided with a wireless communication module, a positioning module, an abnormity alarm module and a vibration sensor, the wireless communication module at least comprises a data network module, a WIFI module and a Bluetooth module, the positioning module at least comprises a Beidou module, a GPS module, a Galileo module and a GLONASS module, the abnormity alarm module is used for sending abnormity information to the cloud in real time, and the starting state of the vehicle is detected through the vibration sensor; and an elastic contact mechanism is arranged on the box body. The device has the advantages that: whether a user escapes supervision or not is judged in real time, the positioning precision is high, and an original vehicle circuit does not need to be additionally changed.
