The invention discloses a wheel edge speed reducing and braking device. The device comprises a rack and a hub, a first-stage transmission assembly and a second-stage speed reducing assembly are arranged between the rack and the hub, a sun gear of the first-stage transmission assembly is connected with a motor through a half shaft, a first-stage inner gear ring is connected with the rack through aspline, and a first-stage planet carrier is connected with a second-stage sun gear. A second-stage planet carrier is fixedly connected with the rack; and the second-stage planet carrier is connected with a brake and an outer side sealing assembly, and an O-shaped ring and a shaft sleeve used for fixing the O-shaped ring are arranged between the rack and the motor. The wheel edge speed reducing andbraking device adopts a two-stage series structure, the transmission torque is sequentially increased, only the second-stage output torque is adopted, and the system complexity is reduced; the brakeis installed at the far end of a wheel edge speed reducer, the heat dissipation effect is good, and maintenance is convenient; two stages of transmission structures are floating structures, the uniform loading effect is good, no complex structural part exists, and the machining difficulty is reduced; and the half shaft is sealed in a static sealing manner, and the sealing reliability is remarkablyimproved.
