Impurities such as aquatic plants in water can be isolated by utilizing a protective net cover, and in the advancing process of an ocean passenger ship, water flow pushes blades to drivethe protective net cover to rotate, and impurities such as waterweeds are prevented from being attached to the outer wall of the protective net cover; a servo motor works to drive a moving frame to move, a rubber wiping strip can wipe a lamp tube of an ultraviolet lamp so as to remove incrustation attached to the lamp tube of the ultraviolet lamp, and the inactivation effect of the ultraviolet lamp is guaranteed; a temporary water storage tank is arranged, ballast water obtained after inactivation treatment can be temporarily stored, the burden of a water treatment mechanism is reduced, and meanwhile the ballast water adding speed of a ballast tank can be increased.
