The device comprises an energy exchange interface, a transformer circuit, a battery oscillation heating circuit and a controller; the first end of the transformer circuit is connected with the positive electrode of the energy exchange interface, the second end of the transformer circuit is connected with the negative electrode of the energy exchange interface, the third end of the transformer circuit is connected with the positive electrode of a battery, and the fourth end of the transformer circuit is connected with the negative electrode of the battery; the battery oscillation heating circuit is connected with the battery; and the controller is configured to control charging and discharging between the batteryand the battery oscillation heating circuit in a first preset state so as to realize heating of the battery, and control the transformer circuit to perform voltage boosting or voltage reduction so asto charge the battery. Therefore, during the period of controlling the battery and the battery oscillation heating circuit to be charged and discharged so as to heat the battery, the transformer circuit is controlled to be boosted or deboosted so as to charge the battery, so that the battery can be charged during self-heating of the battery.
