The invention discloses a grounding device, a bogie and a rail transit locomotive vehicle. The grounding device comprises a shell, a carbon brush holder arranged in the shell, a carbon brush being arranged in a brush groove in a sliding manner and being electrically connected with the carbon brush holder, an elastic piece, and a grounding cable. The carbon brushis provided with a contact surface which can be attached to the peripheral surface of the axle; the elastic piece is arranged between the carbon brush and the carbon brush holder or between the carbon brush and the shell and drives thecontact surface of the carbon brush to be in contact with the peripheral surface of the axle; and the grounding cable is arranged on the shell and is electrically connected with the carbon brush holder. Because the carbon brush is electrically connected with the carbon brush holderand the carbon brush holder is electrically connected with the grounding cable, the current flows into the axle through the grounding cable, the carbon brush holder and the carbon brush in sequence and is finally guided into the steel rail. Compared with the prior art, the grounding device has the following characteristics: a contact disc is omitted, parts are simplified, and resistance is reduced. The grounding device encircles the axle instead of being installed at the axle end and thus the length of the axle cannot be increased, so that the length of the axle can be controlled easily and the influence of the grounding device on the axle length is reduced.
