The invention belongs to the field of traffic safety, and discloses an early warning device and method for judging road conditions behind a vehicle in lane changing of the vehicle. The early warning device comprises an intelligent CAN converter, a laser scanning radar, a voice alarm device and a processing unit, wherein the laser scanning radar is installed at the back of the vehicle, and the processing unit is electrically connected with the intelligent CAN converter, the laser scanning radar and the voice alarm device. The intelligent CAN converter is used for collecting information of a steering lamp on a CAN bus of the vehicle. The laser scanning radar is used for scanning road condition information of a target lane. The voice alarm device is used for broadcasting a judgment result about whether the vehicle is suitable for lane changing or not. The processing unit is used for processing data output by the intelligent CAN converter and the laser scanning radar.
