To alleviate annoyance to neighbors of aircraft noise, all land within 115 db noise contour will be purchased; this will mean 18,000 acres and airport length of some 6 mi; ultimate plan for runway layout, featuring four north-south runways, will permit handling more air traffic than any existing airport; airport access will be provided by freeways reaching into terminal-parking complex from both north and south; existing railroads pass by both entrances, so rapid transit service can easily be added later; terminal is linear, and thus readily extended later as growing traffic warrants; running through its length will be complex "spine" with systems for moving people, baggage and cargo.
