It is shown that for very heavy traffic flow, best pairwise synchronization of lights gives best overall synchronization for 1-directional traffic; synchronization which minimizes total delay for all cars is one for which tail car of platoon suffers no delay but lead car is stopped; for 2-directional traffic, heavy in both directions, best synchronization is very likely to be that which is optimal for direction of traffic with lower flow.
