Discussion of new Local Government Bill in regard to administration of highways and regional planning; general tendency of Bill is directed towards spreading over larger areas burden of providing for public services, including very necessary means of transit for rapidly increasing fleet of motor vehicles which now uses roads; inherent difficulties; county roads; delegation of powers; town and regional planning; increased responsibility for roads; rural-district functions.
