The atmospheric forces and processes that lead to the drop deformation and vibration are considered and analized. The use of polarization characteristics of reflected from hydrometeor assemble radar signal are proved. The polarization spectrum concept is used for dynamic characteristics estimate. The expression that allows to define the reflected radar signal power redistribution between electromagnetic wave polarization components received with orthogonal antennas of Doppler-Polarimetric radar is obtained. The expression can be used for creating turbulence intensity values scale for estimation wind related phenomena with polarization characteristics of radar signal.
