To store plate pictures effectively in intelligent transport system, this paper proposes a novel Intra/Inter adaptive prediction compression (IIAPC) algorithm. By prediction, the information to be compressed decreases greatly. Experiment result shows that IIAPC achieves higher compression ratio, compared to JPEG.
