This paper will identify and examine issues encountered in past international space ventures, regarding management structures, differing parameters of operation, decision-making and expectations, for future consideration in the planning of an international moon mission. Recognizing and avoiding likely impediments whenever possible can save all of those involved time, money, considerable frustration, and, perhaps most importantly, increase the potential for success. Toward this end, information-based planning is crucial.
