The drivers' compliance rate of guidance information is increased step by step when the traffic is changing from smooth to congested, or the guidance information is disseminated from mono-source to multi-source. Therefore, the guidance effect can be heightened by exaggerating the magnitude of traffic jam properly and/or disseminating the traffic guidance information in various sources. Considering the drivers' compliance rate of guidance information under different situations, the paper builds four expression models of guidance information (MSDM, MSEM, BSDM, and BSEM). When the traffic flow growth of a link is too high as to exceed the threshold, one expression mode can be selected to increase drivers' compliance rate of guidance information, make the growth close to the expected value, and achieve the purpose of unloading finally.
